9. APPROVAL OF PROCLAMATION IN SUPPORT OF NATIONAL MENTORING MONTH
Description
January has been designated as National Mentoring Month, in which America calls on men and women across the country to get involved with the mentoring movement.


Recommendation
That the School Board of Sarasota County, Florida, hereby proclaims January 2017 as Mentoring Month in Sarasota County.

AGREEMENTS/CONTRACTS

10. APPROVAL OF AGREEMENT BETWEEN CITY OF SARASOTA AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA FOR PLACEMENT OF NEWTOWN HISTORICAL MARKER #9
Description
The City of Sarasota has embarked on an effort to document the 100 year history of the Newtown community.  They are doing this through the creating of a comprehensive research report, 50 oral history interviews, 15 historic markers, a website, mobile app and brochures.  The City has identified 15 locations for markers to develop a Heritage Trail. They would like to install an exhibit panel in an area across from Booker High School at 3400 North Orange Avenue, 33' from the southeastern curb and 25' southwest of a drainage structure. This is the property directly across the street from the campus proper.  The City would be responsible for all maintenance and repair and the agreement does contain a 120 day out-clause.

Recommendation
That the Board approve the agreement between the City of Sarasota and the School Board of Sarasota County, Florida to place an exhibit panel on the Board owned property across the street from Booker High School as presented.

11. APPROVAL OF AGREEMENT BETWEEN THE FLORIDA DEPARTMENT OF HEALTH AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
To provide dental sealants to students in schools with parental permission.

Recommendation
That the memorandum of understanding between the Florida Department of Health and the School Board of Sarasota County, Florida to administer the dental sealant program be approved as presented.

12. APPROVAL OF CONTRACT BETWEEN THE MANATEE COUNTY SCHOOL BOARD AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA FOR ALLOCATION OF FUNDS BASED ON FTE NUMBERS
Description

As assured through the Florida Diagnostic Learning Resources System (FDLRS) grant, the contract between the Manatee County School Board and The School Board of Sarasota County, Florida allocates funds based on FTE numbers.  These funds are to be used for expenses and supplies associated with the grant.  The cost of this contract is $89,651.30 and is allocated as part of the 2016-2017 FDLRS grant.

That the contract between the Manatee County School Board and The School Board of Sarasota County, Florida for allocation of funds based on FTE numbers be approved as presented.

13. APPROVAL OF CONTRACT BETWEEN CHARLOTTE COUNTY PUBLIC SCHOOLS AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA FOR ALLOCATION OF FUNDS BASED ON FTE NUMBERS
Description
As assured through the Florida Diagnostic Learning Resources System (FDLRS) grant, the contract between the Charlotte County Public Schools and The School Board of Sarasota County, Florida allocates funds based on FTE numbers.  These funds are to be used for expenses and supplies associated with the grant.  The cost of this contract is $28,482.68 and is allocated as part of the 2016-2017 FDLRS grant.

Recommendation

That the contract between the Charlotte County Public Schools and The School Board of Sarasota County, Florida for allocation of funds based on FTE numbers be approved as presented.

14. APPROVAL OF AMENDMENT TO LEASE BETWEEN RINGLING COLLEGE OF ART AND DESIGN AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
On July 23, 2008 the School Board and Ringling College of Art and Design entered into a lease agreement for the property known as Historic Sarasota High School, building 41 on the campus of Sarasota High School.  The lease included a portion of the parking lot adjacent to Highway 41. The term of the lease was for 99 years.  The intended purpose of the lease was to allow Ringling College to operate as an art museum, classroom spaces for its educational program, and other non-residential uses.  The amendment presented here does three things.  First, it expands the lease footprint to include building 42 (the building to the immediate east of building 41) and a parking area to the north of building 42 that will be shared between Ringling and the Board. Second, it cleans up several provisions of the original lease based on now known factors including, but not limited to, agreeing to include, as an allowable use, retail space and a restaurant.  This provision also allows the serving of alcohol for special events during non-school hours. Third, it resets the 99 year lease clock starting the day this amendment is approved by the Board.

Recommendation

That the amendment to the lease between Ringling College of Art and Design and the School Board of Sarasota County, Florida be approved as presented.

MATERIALS MANAGEMENT

15. APPROVAL TO AWARD BID #17-0012 FOR MOVING SERVICES
Description
Bids to provide 'Moving Services' were received from three vendors on December 6, 2016. The bid of AAA Flat Rate Moving Company, Inc., was the best low bid meeting the advertised specifications based on a sealed scenario. This bid is for a period of one year with an option to renew for two additional one-year periods. The funds for these purchases are contained in the operating and capital budgets allocated to the Materials Management, Construction and Facilities Services Departments.

Recommendation
That the bid of AAA Flat Rate Moving Company, Inc., for 'Moving Services' in an amount not to exceed $150,000.00, be approved as presented.

FACILITIES

16. ACCEPTANCE OF FACILITIES SERVICES PROJECT COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTOR FOR THE GOCIO AIR HANDLERS AHU RENOVATIONS
Description
All work has been completed and all required close-out documents have been received from the contractor. The final project costs have been internally audited and are enclosed herein in the final pay application for approval. The Director of Facilities Services has determined that the project is complete in accordance with state statutes.

Recommendation
That the project be accepted as complete and the final payment to the contractor be approved as presented.

CONSTRUCTION

17. APPROVAL OF UPDATE #1 TO THE 2017 ANNUAL CERTIFICATION OF PROFESSIONALS FOR CONSTRUCTION RELATED SERVICES
Description
The recommended professionals have submitted request for annual certification by the School Board to provide professional construction related services for Sarasota County Schools' projects. These submissions are in accordance with School Board Policy #7.71. The initial list was Board approved on 1/3/2017 (Item #12). The newly added firms are identified in the enclosure at the end of the initial listing. Upon Board approval, the pertinent date from these submissions will be incorporated to the existing list.

Recommendation
That Update #1 to the 2017 Annual Certification of Professionals for Construction Related Services be approved as presented.

18. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description
The Construction Services' Change Orders are summarized on the enclosure for ease of review. These change orders collectively total an increase of $56,937.46 in gross contract dollars. Included in these change orders are ($245,596.23) credit for Direct Material Purchases; the corresponding Direct Material Purchase Orders of ($231,505.88) result a net of $14,090.35 in sales tax savings.

19. APPROVAL OF AMENDMENT #2 TO ARCHITECT'S CONTRACT FOR THE VENICE MIDDLE SCHOOL HVAC RENOVATION AND BUILDING UPGRADES
Description
The scope of work for this amendment is to provide additional architectural and MEP design services for campus wide security additions and exterior lighting additions to the buildings and surrounding site. The total amount for these changes shall not exceed $15,675.00. These funds are available through the project budget.

Recommendation
That Amendment #2 to the Agreement dated March 1, 2016 with Harvard Jolly, Inc., for Venice Middle School HVAC Renovation and Building Upgrades be approved as presented.

20. APPROVAL OF AMENDMENT #9 WITH HARVARD JOLLY ARCHITECTURE FOR THE SARASOTA HIGH SCHOOL RENVOVATION AND NEW CONSTRUCTION PROJECT
Description
The Scope of work for the amendment shall include additional services work associated with: The reduction of the established fee to the Landscape Architect as this scope of work is complete and this portion of the fee would be unused. This reduction is $12,500.00. In addition, due to the discovery of unanticipated conditions in the remodeled buildings, additional design work was done during the construction administration portion of the contract in order to address said conditions. Along with schedule extensions due to turnover between phases associated with asbestos abatement and the additional design work, the architect's construction administration allowances has been exhausted. An additional construction administration fee of $6500.00 per month for 8 additional months has been negotiated with the Architect. This is a reduction from the prior negotiated monthly fee of 24%. With the reduction in landscape fees and the increase in Construction Administration fee, the net amount of this amendment is $39,500.00. Funds for this project are available through the project budget account.

Recommendation
That the amendment #9 to the Agreement dated May 1, 2012 with Harvard Jolly Architecture for Sarasota High School Renovation and New Construction project be approved as presented.

25. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING NOVEMBER 30, 2016
Description
The Superintendent's Financial Statements for the month ending November 30, 2016 did not reflect any unexpected trends for the second quarter of the 2016-2017 fiscal year. With the District becoming self-insured for health coverage as of January 1, 2016, the Internal Service funds reflect greater revenues and expenditures as well as restricted fund balance amounts when compared to the financial statements for the same time last year. In addition, budgeted usage of fund balance in the Internal Service funds are higher to cover claims that have been incurred, but not paid. The General Fund has reversed the negative trend with the receipt of property tax revenue.

Recommendation
That the Board approves the Superintendent's Financial Statements for the month ending November 30, 2016 as presented.
